仮定法に必ずなるわけじゃないけど、なることはありますよ。otherwiseの用法の一つに「さもなければ（もしそうでなければ）」というのがあります。この訳し方からもわかると思うのですが、if節+否定 の表現をotherwiseの一語で言い換えられるんです。
だからその仮定の内容によっては、後ろに直説法が続く場合も仮定法が続く場合もあります。
