答えはCだと分かるのですが、Aではダメなのでしょうか。語順がおかしいということでしょうか？almostとinstantaneouslyという副詞が後ろからreportという動詞を修飾していると思ったのですが

二つの理由があって、

一つは
enable O to Vはあるけどenable to Vという形は取らないことです。

もう一つは
Aの場合、動詞reportの目的語はeventsになるわけだけど、動詞と目的語のあいだに副詞が入るという語順は基本的にないと考えて良いと思います。動詞+目的語 の後ろに副詞が続くのはよくありますが。
