that they will...是一個名詞子句，作believe的受詞（而that就是引導名詞子句的連接詞），而that如果引導的名詞子句是受詞就可以省略，像是這裡是believe的受詞就可以省
但是要不要寫that不是看後面的子句完不完整（因為所有that引導的名詞子句都是完整的），而是應該看這個名詞子句是作什麼詞（只有受詞才可以省）
