自分の解釈になりますが...

英語は主語が同じだったりした場合、省略される傾向にあります。今回もそれかなと思います。

つまり、as well,の後にthe disaster was killing thousands of Britain people.と本来は続いているが、主語のthe disaster はコンマより前に既に出ているので省略し、of 以下は文脈からBritain people だと予想できるので書いていないのだと思います。
