2行目のshouldがどういう意味で使われているのか分からないので教えて頂きたいです。

おそらくですが、いわゆる「仮定法現在」です。
「必要・提案・要求・命令」の意味の動詞
と
「必要・当然」など、「そうあるべき」という内容なのが分かるような形容詞
に続くthat節は
that節の中が、(should + )原形になる
とかいうやつです。

これは動詞とか形容詞の単語の意味じゃなくて
述語部分全体の意味で考えるんです。
例えば今回のように否定文になってたら
not exceptional は「例外的でない」ですから
「当然」のニュアンスがあるでしょう。
