英語の問題で、５番の２がなぜwhereの後の動詞が過去形になるのか分かりません。問題には、「魚がたくさんいる」とあるので、現在形にしたのですが、答えは、過去形になっていました。

「時制の一致」だと思います。
確かに日本語では現在形っぽいですけど、
子供が川で泳いだのは過去のことなので
魚がたくさんいたときは過去、という考え方でいいと思います。
