by the time是到...時，後面會用完成式
這句話的意思是「到2017年的時候，這家店已經關了375家分店」
之所以要用完成式，是因為這些店應該不是在2017年才一次全部關掉，而是從以前到2017一共已經關了這麼多

至於虛主詞，你要看「那一個子句」用it放在最前面才需要判斷，而且後面應該會有一個帶有斷定語氣的形容詞或名詞
E.g. It is important for you to work out.
E.g. It is a fact that exercise benefits one's health.
在這裡，的it實際上是By the time引導的副詞子句，主要子句的主詞是the store

啊啊sorry看錯題目了
虛主詞要記得一定會有it開頭，可是如果選that就會是thinks that profitable to...這樣that引導的這句話就會沒有動詞也沒有主詞，所以如果B選項是that it is就可以（it這裡是虛主詞）
至於A選項的it則是受詞，這個think就跟consider和deem是一樣的用法，也就是think A (to be) B
