ですが、ratherは副詞ですね。
副詞は何かを修飾する語なので、単体で
〜is rather …thanとは使えません。

⭐️ですが何かを修飾して使うのは可能です、たとえば
I like a strawberry rather than a peach ．
（私は桃よりむしろイチゴが好きです）
のように使うことは可能です。
