という形を見てto asというふうに前置詞が2つ並んでることに違和感を持てるかどうかかなと思います。
そこにピンとくれば、このreferedは過去分詞で、toの後ろにあるはずの目的語が前に出てて、それがthatなんだ、と気づけるかなと。that refered to as 〜という語順が正しいものとして成り立つ理屈が他にないから。
