だと思います！
I'm afraid (that)で残念だけど〜だと思う
という意味になります。thatは省略してもOKです！

rainは動詞でbe動詞は使えないので必要ないです！
なのでbe動詞を使う場合はit will be rainingのように動詞がing形になります！
