この英文で、ピンクのマーカーをつけたdetailとtestsはandの共通関係だと思うのですが、過去時制と現在時制で違うのはどうしてでしょうか。ご回答よろしくお願いいたします。

ピンクのマーカーをつけたdetailとtestsはandの共通関係だと思うのですが →　observations(名詞・複数形)とtests(名詞・複数形)が共通関係です。
従ってdetailedを過去形、testsを現在形と考えるのは誤認です。
detaled(現在分詞＝形容詞) observation(s)：細目にわたる観察／test(s)：試験、検査
