(effect　効果、影響)は効果① 効果②…というように複数ある場合に種類分けできるので可算名詞、1つなのでaをつけています。
さらにaffect me(affectはeffectの動詞型)とするなら前置詞不要ですが
｢自分に対しての｣効果を言っているので、｢対象｣という意味をつけるためにonが必要です。
