They take it for granted that foreigners are and alwayswill remain foreign － that is, outsiders. The contrast with American attitudes is sharp, for Americans stand at the other end of the spectrum in taking for granted that any foreigner in the United States, no matter how outlandish he may seem,would like to become an American citizen and probably will.
Japanese visitors to the United States are startled to discover that they are not treated in the way Japanese would treat foreigners but are expected to know English and the way things operate in this country.
