この文章の3行目の But we base it ~~ のitが受けるのが1行目のTo think ~~ relations らしいのですが、
僕は、このitをobservation の後ろの that 以降を受ける、仮の目的語だと解釈したのですが、
なぜ、これは to ~~~ relations を受けると確定できるのでしょうか？
