第4文型の英文を受動態にする時に起きる疑問ですね。

能動態の文から考えます。
能動態：Ms. Jones(S) gave(V) the winner(IO) a medal(DO). ＜第4文型・give型＞
→ ①The winner was given a medal by Ms. Jones. ＜間接目的語IOを主語にする場合＞
②A medal was given [to] the winner by Ms. Jones. ＜直接目的語DOを主語にする場合＞
※give型動詞(send/show/tell等)は「to＋人」が必要。但し、人が代名詞(me/him/her等)の場合はtoを省略することがある。
【要注意】
第4文型・buy型動詞の受動態：Her father made Ann a beautiful cake on her birthday.
→ 〇A beautiful cake was made [for] Ann by her father on her birthday.
✕Ann was made a beautiful cake by her father on her birthday.
