　「What is the most important thing?」という問いがありました。
　ここでの答え方は、Whatの部分の答えが「〜」だったとすると、「〜 is.」なのか「It is 〜.」なのかどちらなのでしょうか？
　「What」が主語なのか、「the most important thing」が主語なのか見分け方がわからないので、順番がわかりません。どうすれば良いでしょうか？

主語はWhatの部分です。
What = "most important thing"(補語)
なので、答える場合は A is most important thing.
でいいですが、
It is A that is most important thing. という風にAを強調することもできます。
