This is a stylistic device called "inversion". It can be used with verbs like "to walk in/out", "to go in/out/up", "to come in/out", "to run in/out", ...

Subject-verb inversion: S V ⟶ V S

"and in walked three large, strong-looking men" == "and three large, strong-looking men walked in"

It is used to make the style of the story more surprising, dramatic or poetic.

I opened the door and a strange man came in. ⟶ I opened the door and in came a strange man.
I opened the door and the dog ran out. ⟶ I opened the door and out ran the dog.
Moses went up the mountain. ⟶ Up the mountain went Moses.
I clapped my hands and the birds flew away. ⟶ I clapped my hands and away flew the birds.
The magician waved her hands and a rabbit came out of her hat. ⟶ The magician waved her hands and out of her hat came a rabbit.

In came a fiddler with a music-book, and went up to the lofty desk, and made an orchestra of it, and tuned like fifty stomachaches. In came Mrs. Fezziwig, one vast substantial smile. In came the three Miss Fezziwigs, beaming and lovable. In came the six young followers whose hearts they broke. In came all the young men and women employed in the business. In came the housemaid, with her cousin the baker. In came the cook, with her brother's particular friend the milkman.

Is it only used for verbs that indicate movement, such as walk or run?

zmic

It is mostly used for verbs of movement, but not always. The pattern is
<subject> <verb + preposition> ⟶ <preposition> <verb> <subject>
or
<subject> <verb> <preposition + noun> ⟶ <preposition + noun> <verb> <subject>

Also for situations:
A house stood upon the hill. ⟶ Upon the hill stood a house.
A beautiful tree bloomed in the garden. ⟶ In the garden bloomed a beautiful tree.

There exist other types of inversion, like <S> <V> <O> ⟶ <S> <O> <V>

This is only done in novels or poetry. Don't do this in your Eiken essay.
