It was nine thirty in the morning と答えれば丸をもらえていたでしょうか？？
それともこの問題ではIt is（was）は使えませんか？？

問題が「いつその介護施設に彼らは着きましたか？」であれば、wasを使って答えることもできます。
ですが、問題としては多分「They got~」を使わせたそうなので、そっちの方が確実性はありますね！
