この文の(１)に入る単語について、答えはcleanだったのですが、be動詞が続くということは名詞が入るんじゃないんですか？cleaningにしか思えません、、

cleanには確かに名詞としての意味がありますが，イギリス英語での限られた用法 (give a cleanなど) で使われるだけで，とても高校入試等で問われる簡単でありふれた用法とは思えません。
そもそも回数を数えてa cleanと単数形で使うのが普通です。

Cleaningの方がむしろ適切だと思います。
(2語でもいいならTo cleanも可)

cleanは動詞と名詞になります！
なので、cleanを名詞として使うのがベストです!!
