28番はC→contributed to a に変えます。
何故toが必要か教えてください。

もしtoがdecreaseにかかっているなら
decreaseは自動詞なので前置詞が必要なのは分かります。けれどすでに「in」があるのでtoは不要じゃないですか？
不定詞ならtoとdecreaseの間に「a」は入らないと思いますし。

もしこのtoがcontridutedにかかってるならcontridutedは他動詞なので前置詞不要じゃないですか？

何故この場所に「to」が必要なんでしょうか？
