そのエンジンが始まらない（かからない）。それ（エンジン）に何か悪いこと（問題）があるに違いない。
答えはcだと思います。物体がどうしても〜しない。という時にはwon'tになります。
Ex) The window won’t open.
その窓が開かない…
ちなみにmay not 〜 は〜しないように・must not〜は〜を禁止する・cannot〜は〜できない となります。この場合cannotも入りそうですが、二文目で何か問題があるに違いないとなっているので、やり方がわからないというわけではなさそうですね🤗というわけでcが答えです。（多分）
