の2文が参考書に載っていたのですが、①はshe livesの部分がSVの順ですが、②はis the problemの部分で逆の順になっています。ここの順はどちらでもよいのでしょうか？ どなたか教えてください！

②はis the problemの部分で逆の順になっています → 逆の順ではありません。以下のように考えれば良いと思います。
① Do you think? ＋ Where[疑問副詞](M) does she(S)live(V)? ＝ Where <do you think> she lives?
彼女はどこに住んでいると思いますか？ ➡ 答えの例：I think she lives in Kyoto now. 彼女は、現在京都に住んでいると思います。
② Do you think? ＋ What[疑問代名詞](S) is(V) the problem(C)? ＝ What(S) <do you think> is(V) the problem(C)?
何が問題だと思いますか？ ➡ 答えの例：I think money is the problem. お金が問題であると思います。
