The city of Medellin in Colombia once struggled with crime in poor
neighborhoods, so the government introduced cable cars connecting low-income
areas to the city center, which reduced crime and improved living conditions. Brazil
launched a similar cable car system, hoping to find success in connecting the center
of Rio de Janeiro to the poorer areas of the city before the 2016 Summer Olympics.
The Rio cable car system provided struggling neighborhoods with better access
to schools and other facilities. It also made traveling to the city safer by replacing the
system of unlicensed taxis. In addition, some residents opened shops and other
businesses for the growing number of tourists who visited the once inaccessible
areas.
Despite such advantages, a backlash occurred because there was no dialogue
between the government and residents before constructing the cable cars and some
people were forced to leave their homes to make way for the system. On top of that,
the system did not deliver long-term meaningful improvements to housing and public
services as the Colombian system had done. In the end, the cable cars failed to attract
tourists following the Olympics, and the system closed shortly after.
