第四題是個關係子句，關係子句必須要能把先行詞丟進去就變成一個句子，這裡的先行詞是the UN agency，整句話應該會是the UN agency is responsible for ...，如果沒有了is就沒有動詞了。所以空格要填的是which/that is responsible for，但是沒有這個選項，代表關代跟be V一起省略了。
