この問題でthatが同格のthatと思っていたんですが、違うみたいでなぜ違うのか理由が知りたいです。教えて下さい。

1. この問題でthatが同格のthatと思っていたんですが、違うみたい　→ 同格のthatだと思います。
根拠は、次の通りです。that：同格の接続詞－①capitalist以下は完全な文(第1文型)＋②thatの前に名詞order(秩序)あり

文の意味：ソ連と西側諸国によるドイツの分断は、＜資本主義国家と共産主義国家が核兵器を開発するために競い合う[という]＞、二極化した世界秩序のひとつの特徴であった。
2. 「違うみたいで」　→　同格の接続詞でなければ、何ですか？
→ a. 関係代名詞？　→　後ろの文が完全な文なので✕
→ b. 普通の接続詞？　→　前に名詞があるので✕

As a side note, I think it's much better to write "... a bi-polar world order WHERE capitalist and communist states raced to develop...". A world order is a static thing. It's not like a car or a horse. You can't race it, even metaphorically.

In this world, people race to become rich. → I don't like this world were people race to become rich.

In this world order, nations race to develop weapons. → ... a world order where nations race to develop weapons.

Just my thoughts!

That makes sense!! A relaltive verb!
thatを関係副詞と捉えるのが一番正しく、合理的ですね。
