In commands we drop you and we often shorten the verb too.

Go home you are to go home.
In modern English you don't often hear someone say: You are to ...
Instead they just say an action.

This is true in Japanese too

Ikinasai or itte

Think of it like that.
English commands don't have the -nasai polite form for commands.

You are not able (to) go there. You need (to) so it can't be this one.
Same with would like (to) go
Have not is almost always written as don't have
Don't have (to do) something means
