I do not agree with this opinion.
I have two reasons why I think so.
First, problem of noise. Pets is animal so they
bark. If pet owner do not train pet, pet would
more bark. The noise of pets will be problem
with neighbors.
Second, problem of smell. Pets and pat's
excrement release a smell.
It is not a good smell. If owner do not clean it,
neighbor would be bother it.
That is reasons why I do not agree with this
opinion.

these two reasons, I agree with this opinion.
