それぞれの文化に属する人は、判断の対象になる人が、笑顔を見せているかどうかに基づいて考えると、他者の心の内の気持ちや動機を読み誤ってしまうかもしれないのだ。

どうしてカンマの後のbased on〜が「基づいて考えると、」の訳になるのでしょうか。
