比較級・最上級を使った文法です

次の文(①)とほぼ同じ意味で書き換えた文(②)の()内の単語を並び替えなさい。ただし、一単語使わない。

①The library is the tallest building in our city.
②（other , taller , any , no , is , in our city , building , than）the library.

答えは（ No other building in our city is taller than the library.）
→私たちの市でほかの建物はその図書館よりも高くありません。

でも、私は↓の答えもあるのではと思いました
（Taller than any other building in our city is the library.）→私たちの市でほかのどの建物より高いのはその図書館です。

これらの答えはどちらでも丸なのでしょうか。

２つ目の文章には、違和感があります。語順でしょうか。この場合、in our city のあとすぐに is が来るので、説明は難しいが、文法として間違っていますね。だから、この方法は、the library is taller than any other building in our city.　のように、libraryが動かせるときだけだと思います。もしくは、最初の方法を変形させたものの、In our city no other building is taller than the library.　もできると思います。(多分)
