「要旨要約問題の解法」という問題集を買って勉強してるんですが、なぜ半インテリ・四半インテリという訳になるのかがよくわからないです……

また、not being〜の挿入句は分詞構文だと思うんですが、どういう意味なんでしょうか？

そういう意味を考慮して、半インテリ、四半インテリと意訳しているのだと推測します（その言葉自体は造語ですね）。

not beingはforbearsに対する分子構文をwhose節内に挿入句みたいな位置に置いている、と予想します
