beはここではplayやwatchと同じ「動詞の原形」です。

I will play tennis tomorrow.
→○I will not play tennis tomorrow.
　✕I will play not tennis tomorrow.

He will watch TV after school.
→○He will not watch TV after school.
　✕He will watch not TV after school.
